Role & Responsibilities

The community Engagement Manager leads & supports the Medair team to strengthen and consolidate methodologies engaging with communities and partners towards inclusive approaches that drive social cohesion of interventions related to Disaster Risk Reduction (DRR), WASH, Nutrition, and in the context of emergency responses.

The advisor will strengthen and supervise project teams by facilitating trainings, support the development of participatory concepts that promote inclusive elaboration of challenges faced by communities with special focus on social cohesion, community resilience and gender sensitive approaches, and conduct joint reviews of usefulness and impacts of the chosen engagement strategies. Equally, the advisor will provide capacity building in community-based psychosocial support in emergency situations.

In parallel, the advisor serves the Medair team in advancing and implementation of internal policies in regard to AAP, D&I, protection, localization, partnerships and staff care among other topics.

Project Overview

In Madagascar, Medair implements DRR/ EWS, WASH, Shelter and Nut-Health projects, currently in Menabe, Vatovavy, Analamanga, Anosy, Androy and Atsimo Andrefana region. Medair is a key stakeholder in emergency response in the country, partnering with different donors like UNICEF, ECHO, SDC, Start Network, DRA and working in close collaborations with numerous INGOs and local organisations. In the timely response to a potential disaster, the active integration and participation of the community in decision making processes is essential to identify and understand the risk to which people are exposed, as well as to identify and implement the necessary and appropriate measures that allow them to save their life and goods from eventual cyclones, floods and other adverse events to which they are exposed.

To give sustainability to this type of intervention and increase the resilience of this vulnerable population, a community-based approach is essential. CB PSS programmes recognize the changes and difficulties that war, disasters and displacement bring to the social and symbolic fabric of a community, which create gaps in interactions and services that will need to be addressed. The focus is on community strengths, resources, continuity and adaptation to changes, using inclusive, learning-oriented, adaptive, innovative, triangulating and experimental approaches.

Workplace & Conditions

Field position based in Antananarivo, Republic of Madagascar with regular field travels for interventions. Interventions performed remotely on hard-to-reach areas, accessible on foot. The security context is monitored and visits to emergency locations will be expected.

July 2022. Full-time, 12 months.

Key Activity Areas

Coordination

  • Represent Medair and collaborate with local authorities, partners, and the humanitarian community.
  • Coordinate actions with the Medair project managers/coordinators, the Communication and the MEAL teams.

Engaging with communities and stakeholders

  • Advise project managers/coordinators in organizing attractive and versatile community engagement activities with different layers of the community such as youth, women, local producers, traditional practitioners, and other stakeholders; and ensure activities are being implemented based on the needs of the communities.
  • Seek to provide mental health and psychosocial support inputs as feasible to promote community resilience before, during and after emergencies and disasters.
  • Implement tools to monitor knowledge retention of the targeted population.
  • Provide training to Medair staff and partners in approaches, methodologies and tools.
  • Provide technical input and guidance to community-based needs assessments and reporting.
  • Contribute and guide the country strategy in the area of Community Engagement and Community-Based Psychosocial Support.

Management

  • Develop work and monitoring plans and monitor the progress of activities according to the needs of the project and the emergency preparedness and response strategy.
  • Propose lines of intervention and intervention activities based on need assessments and Humanitarian Responses.
  • Ensure high communication and coordination with internal and external stakeholders within all team involved to implement coordinated interventions on the ground.
  • Support the country program in design and creation of new project proposals, and in reporting.
  • Review assessment and donor reports and provide technical guidance and input as needed.

Quality and Compliance

  • Ensure all staff/volunteers/community leaders are compliant with Medair guidelines, policies, and procedures, and adherent to any applicable donor guidelines.
  • Ensure all relevant staff receive training, advice, and coaching to strengthen integrated and inclusive, participatory approaches.
  • Engage in Medair global thematic groups that advance inclusive approaches that drive social cohesion, accountability and wellbeing.

Qualifications

  • Post-graduate degree in social sciences in the humanitarian sector or other relevant field. Sociology, social work or psychology background or education is desirable.
  • Strong working knowledge of English and French (spoken and written).

Experience

  • 2 years’ post-qualification professional experience.
  • At least 1-year humanitarian experience where you worked as a social worker or similar.
  • Strong written and verbal skills in French.
  • Able to take initiatives and speak confidently.
  • Knowledge of humanitarian principles, Sphere and HAP Standard.

All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.
